Julian D. Steele Reinvention and Replication, Lowell, Massachusetts
BCSA is the Lowell Housing Authority's and Residents First Development Corporation's (the LHA's affiliated non-profit entity) sole Development Consultant on the reinvention of a 284 unit distressed family public housing development into a new 180 unit mixed income single family and duplex home community with 45 affordable rental and 36 affordable homeownership units. In addition to the 180 on site units, 220 off site units of affordable rental housing will be provided throughout the City utilizing LIHTC, HOME, Section 8 Project-Based subsidies, and other resources. The overall project is 90% privately financed with almost $30 million provided by ten local banks through a unique consortium. The project is currently on-going with demolition and site clearing underway and the first of the off site units are about to be awarded Section 8 Project-Based subsidies. BCSA was responsible for all aspects of the development's financing and played a key role in securing legislative and administrative approval of this unique development.
Additionally, in 1998, BCSA completed a full HUD 20-year PNA & MNA for the Lowell Housing Authority and its 9 property federal portfolio.
Prospect Estates, Webster, Massachusetts
BCSA was the Webster Housing Authority's and Prospect Estates, Inc.'s (the WHA's affiliated non-profit entity) Development Consultant and Co-Project Manager (with the WHA's Executive Director) on the successful rehabilitation of two historic schools into 26 affordable rental units. The overall $2.2 million+ financing package included Equity raised through LIHTC and Historic Tax Credits, HOME, and a variety of state and quasi-public funding sources. The project is complete. For this project, BCSA was responsible for generating the seed money for this development as well as all aspects of the development's initial financing and state approvals. BCSA also managed other consultants and subcontractors working on this project.
Haley House SROs, South End (Boston), Massachusetts
BCSA was the Haley's House Inc.'s sole Development Consultant and Project Manager on the successful $1.7 million+ rehabilitation of two buildings in Boston's historic South End into 24 affordable SRO rental units. BCSA was responsible for all aspects of the project's financing and management from beginning to end including the securing of initial seed money though placing the permanent tax-exempt bond financing through the state's housing finance agency, MassHousing. As part of the development's financing package, BCSA prepared a successful application to the Boston Housing Authority for 24 units of Section 8 Moderate Rehab funding.
Quincy Housing Authority, Quincy, Massachusetts
BCSA was the Quincy Housing Authority's (QHA) Agency Plan and Technical Assistance Consultant almost ten years. BCSA has advised the QHA on homeownership rules and program design issues in order to implement Section 8 Homeownership. The QHA has several participants in the pipe-line on their way towards "closings."
Watertown Housing Authority, Watertown, Massachusetts
BCSA was the Watertown Housing Authority's (WHA) Technical Assistance Consultant on Section 8 Project-Basing and Homeownership initiatives. The Section 8 Project-Basing is fully designed and implemented resulting in the WHA's project-basing of 31 units of elderly and disabled housing. The Section 8 Homeownership option is in the initial design phase.BCSA also secured millions in HUD funding for the redevelopment of a 50 unit elderly housing development.
Woonsocket Housing Authority, Woonsocket, Rhode Island
BC wasis the Woonsocket Housing Authority's (WHA) Technical Assistance Consultant on Section 8 Project-Basing and Homeownership initiatives. Both the Section 8 Project-Basing and Homeownership Programs are fully designed and are in the early stages of implementation.
Additionally, in 2002, BCSA produced a full HUD 20-year PNA & MNA for the Woonsocket Housing Authority and its 9 property federal portfolio.
MassHousing, Boston, Massachusetts
Over the past 20 plus 13 years, BCSA has been responsible for conducting hundreds of 20-year Capital Needs Assessments and Reserve Analyses for the state's Housing Finance Agency. Additionally, many of the Massachusetts' HUD 20-year CNAs performed by BCSA were commissioned under the auspices of MassHousing. To this day, BCSA continues its work with MassHousing.
Housing Authority of the City of New Haven, Connecticut
BCSA was responsible for the 20-year HUD PNAs for the entire 38-property portfolio of the Housing Authority of the City of New Haven (HANH), CT. Additionally, BCSA was commissioned to revamp the entire Design and Construction Management of the Housing Authority as well as assisting in various strategic initiatives associated with portfolio re-engineering.
